Double insulated light fittings are necessary where there is no earth cable. Double insulated lights may also be referred to as Class 2 or Class 11 lighting fixtures. These lights are specially manufactured to be safe in homes that do not have an adequate earth cable - this can often a feature of older homes built before the 1960's. If your electrician says you will need to have double insulated lights, he may also have suggested that you choose plastic lights and that your choice may be limited.
